At the groundbreaking ceremony, Dai Zeyu put forward three points of hope and requirements for the project construction:

We must strictly ensure safe construction, always keep safety in mind, strictly implement the dual prevention safety management mechanism, strengthen daily inspections, and conduct comprehensive inspections to ensure zero accidents in safe construction and ensure a smooth and safe project. 

    Third, we must prioritize organization to ensure timely completion. Construction units should rationally allocate human, material, and equipment resources, arrange the construction schedule in a logical order, and strictly follow the construction schedule to ensure a smooth and fast project progress. All personnel and company departments should work together to provide support services, and strive to have the project put into operation and generate benefits as soon as possible.
